It's better to think of it as a Gaseous Plasma.
As the Anode comet enters Cathode sheath of the inner solar system, the charge differential will cause the plasma bubble around the comet to expand. The plasma will self structure into layers of staged charge dispersal. The same idea is visible in Earth's atmospheric layers. Gases form distinct layers because of the underlying Plasma/Electromagnetic physics at play.
The size of the plasma sheath is not determined by the mass and total weight of gas associated with the comet on it's own, it's caused by the interaction with the charged space it is moving through, drawing all that electric energy and expanding it's Gaseous Plasma Sheath.
