You need a wide range of disciplines and top level access to various information networks. The only existing command capable of doing this and justifying itself to other command chains without jeopardizing its existence is SOCOM.

They can hit up fleet, army and air Force air defense and tracking systems. They can recruit from any command. They can nest expenses within other budgets. They can do all of this and more without raising suspicion from other commands.

Yes, who could StratCom hit up for design consulting? Who could StratCom contract and nest within the costs of construction? Why would StratCom recruit maintenance rates/MOSes?

The only command I am aware of that could conceivably do this is SOCom.

Not that I am completely sold on a secret space force. But it wouldn't surprise me if StarGate was closer to a documentary, either.
