It's a war on drug cartels that

(2) Their drug profits are a major source of funding for the deep state.
The implication was that foreign adversaries who might see America's 'battle against coronavirus' as a potential weak spot and try to step up attacks or harm America, will not be allowed to do that.
The context really was "we are at war".
