There is a lot of appeal in this theory, but it is not really realistic, and it would be absolute political suicide.
What is happening is "we are at WAR with the cartels" so considering that our military and NG is fanned out across the country, this is going to include a roundup of cartel member and their associates (American citizens who aid and abet them, who logically will be considered as a different status than just helping the local drug dealer).
But roundup of political bad actors that we all know and who deserve arrest and prison? That is not going to happen during this quarantine. POTUS is smarter than that.
