I do, too. Operations like this typically achieve multiple objectives. Honduras is almost lawless, (other Central American countries hate them) and MS 13 branched out there. It's likely the area for multiple staging-points for distribution of various drugs & people. I forgot to mention organ-trade in with the OP, but that's big, too, though few think of cartels being in on it.
