EXCLUSIVE: Mexican Chemists Help Sinaloa Cartel Cut China Out of Fentanyl Trade

The Sinaloa Cartel’s fentanyl production continues despite the global pandemic’s limits to Chinese trade, thanks to rogue university chemists. China is documented as the largest source of illicit chemical precursors going to Mexico for opioid production. They are responsible for the shipment of two primary ingredients known as NPP and 4aNPP, which are essential in the manufacture of fentanyl. If economists are correct, then the global Coronavirus-related shutdowns should have some effect on Mexican cartels’ abilities to manufacture fentanyl. However, recent CBP seizure data indicate near-record amounts of fentanyl appearing in the U.S. on a monthly basis. In February, for example, CBP seized 255 pounds just at ports of entry. “The Mexican drug cartels work hand-in-hand with corrupt Mexican government officials at high levels, said Terry Cole, a former Special Agent with the DEA. “If the average taxpayer had a basic understanding of how these two groups work together still to this minute, they would be sickened. Sometimes, it’s hard to tell, who-is-who when you are dealing with cartels, federal police, military forces, and the federal government.”

Cole was a high-ranking Special Agent of the Drug Enforcement Administration. He served in some of the most complex parts of the world, with more than 22 years in the DEA. He was posted in Oklahoma, Texas, Colombia, Mexico, and Afghanistan during his career. “U.S. law enforcement passes locations of meth labs, fentanyl labs, cocaine loads, bulk money movements, and fugitive locations that more than often fall on death ears,” Cole contends. “There just isn’t a willingness to do anything” in response, he adds.

Cash movements between Mexico and China are a common concern for Cole: The Chinese have established themselves as the global leader in money laundering, fentanyl distribution, and precursor chemical manufacturing/distribution. They often launder money at zero cost to the drug trafficking organization because they send all the cash to China, and the Chinese government has a unique way of currency manipulation that allows money launderers to make their profit on the back end. We often consider this ‘state-sponsored narco-trafficking.’ The Mexican government refuses to investigate, arrest or even prosecute, saying there is a lack of evidence in the case. Bad actors among law enforcement, military, and bureaucratic officials are deeply involved.

Fentanyl was invented in 1959 by a Belgian chemist and doctor named Paul Janssen. It has gone through more 1,400 new analogs from the original formula. Carfentanil is 100-times more powerful than the original.

DHS Halts Bringing More H-2B Foreign Workers to U.S. amid Opposition

The Department of Homeland Security (DHS) is halting efforts to bring more H-2B foreign visa workers to the United States to take nonagricultural jobs after mounting public opposition. In March, Acting DHS Secretary Chad Wolf announced his plan to bring an additional 35,000 H-2B foreign visa workers to the U.S. to take nonagricultural jobs in landscaping, construction, seafood processing, hotels and restaurants, and amusement parks. On Thursday, DHS officials said they were halting the plan to bring in those additional 35,000 H-2B foreign visa workers “due to present economic circumstances” wherein 6.6 million Americans have now filed jobless claims in the midst of the Chinese coronavirus crisis.

A DHS spokesperson wrote in a statement: To clear up various misreporting — DHS’s rule on the H-2B cap is on hold pending review due to present economic circumstances. No additional H-2B visas will be released until further notice. Per the statute, H-2B allocations are set in consultation with [the Labor Department].

Every year, U.S. companies are allowed to import 66,000 low-skilled H-2B foreign workers to take blue-collar, non-agricultural jobs. For some time, the H-2B visa program has been used by businesses to bring in cheaper foreign workers and has contributed to blue-collar Americans having their wages undercut. The announcement is a major win for opponents of the plan to bring in additional foreign visa workers at a time of economic devastation.

Fox News’s Tucker Carlson said, ripping the plan in a segment on April 1:

That’s a total of 100,000 foreign workers coming to this country to take jobs during the single biggest unemployment crisis in a century. It’s demented … in a year where tens of millions of Americans could be looking for work, our government is importing more than 150,000 workers from abroad and that’s without counting thousands of H-2A agricultural workers who will be coming as well. The president needs to stop this from happening, and he can. Rep. Matt Gaetz (R-FL) praised the decision to halt adding more H-2B foreign visa workers to the American economy during the unemployment crisis.

Even with the DHS decision, the State Department is moving forward with its plan to fast-track H-2A and H-2B foreign visa workers to take agricultural and nonagricultural jobs. Secretary of State Mike Pompeo issued the memo last month that allows waivers for visa holders to more quickly bring foreign workers to the U.S. As federal data shows, American farmers do not wholly rely on H-2A foreign visa workers to take agricultural jobs. H-2A foreign visa workers make up only about ten percent of the total U.S. crop farm workforce. Last year, U.S. farmers hired roughly 250,000 H-2A foreign visa workers.
