Life Care Center of Kirkland fined $611,000 over coronavirus outbreak response
KIRKLAND, Wash. – A Kirkland nursing home that last month became the epicenter of the coronavirus outbreak in Washington state has been fined more than $600,000 for its response to COVID-19.
The Centers for Medicare and Medicaid Services is also threatening to revoke Life Care Center's participation in Medicare and Medicaid programs if corrective action isn't taken. It fined the facility $13,585 per day of violations over a period of six weeks - $611,000 total.
According to a report issued last month by the CDC, at least 37 coronavirus deaths have been linked to Life Care Center in Kirkland, which failed to report the increasing rate of respiratory infections among residents in the home.
Public health authorities found the facility didn’t have enough personal protective equipment or other items such as alcohol-based hand sanitizer. They also said staff members worked with symptoms and sometimes didn’t know about or follow recommendations about protecting their eyes or being careful while in close contact with ill patients.
Nursing home officials also were slow to think that symptoms might be caused by coronavirus, and faced problems from limited testing ability, according to the report. Nearly two-thirds of the facility's residents and staff were infected.
About 57% of the patients at the nursing home were hospitalized after getting infected. Of those, more than 1 in 4 died. No staff members died.
The nursing home has until September 16 to correct all the deficiencies found in the report.
“If L.C.C. of Kirkland does not correct all deficiencies and return to full compliance by September 16, 2020, then C.M.S. will terminate your facility from participating in the Medicare/Medicaid program,” CMS officials wrote in the letter.
Nursing homes across the country have been locking down their facilities since the spread of coronavirus began in the United States. But the measures haven't been enough to stop deadly outbreaks happening on a near daily basis at nursing homes nationwide.

Boeing announces voluntary layoffs to cut costs as coronavirus leaves it in 'uncharted waters'
Boeing on Thursday announced a voluntary layoff plan to help cut costs as the coronavirus complicates the company's recovery from its 737 Max crisis.
In a letter to employees, CEO Dave Calhoun said recent events have left the company in 'uncharted waters' and that cutting staff now will help the planemaker adjust to the smaller aerospace market likely to exist after the pandemic.
"It's important we start adjusting to our new reality now," he said. "We want to address it through natural turnover and voluntary employment actions to the extent we responsibly can."
The voluntary layoff plan will allow eligible employees who wish to leave with a pay and benefits package, Boeing said, offering no details about that compensation. The company also said it would continue to recruit in other areas in order to "meet customer commitments."
As planes around the world sit parked on runways and desert fields, orders for new aircraft have fallen to zero. In February, Boeing logged more cancellations of orders for its commercial aircraft division than it logged in new purchases. Most of those cancellations were of its 737 Max jet, which has been grounded in most of the world for more than a year now as the company struggles to fix problems that likely caused two fatal crashes.
March order data has not yet been released, and the most recent estimate for a 737 Max restart is reportedly in May, though the plane's timeline has been fluid for 12 months and counting.
With fewer orders on the books, and its Seattle-area factories mostly sitting dormant as the coronavirus forces companies large and small to send workers home, Boeing's stock price has fallen more than 70% in the past year. The company is expected to get billions of dollars from the $2 trillion government bailout package signed into law in March.
As of Thursday, more than 216,000 Americans were confirmed to have been infected by the virus, according to Johns Hopkins University. Washington remains a hotspot for the pandemic in the US, with the second-most deaths after New York.
"I can't predict with certainty what the next few months will bring, " Calhoun said, "But I can commit to being honest about what's happening and doing everything we can to protect our people and our business through this crisis. "

The IRS will send out $1,200 coronavirus stimulus checks beginning April 9, The Washington Post reported, citing an agency plan.
However, some Americans could wait as long as five months to receive their check, according to an internal document obtained by The Post.
According to the payment schedule, electronic payments will go out next Thursday, with deposits being made by April 14 at the latest, The Post reported.
"If we know where to put the money, we're going to press the button and put it there next week," an anonymous IRS official told the publication.
The plan set priority for paper check distribution to those with the lowest-income — individual taxpayers making $10,000 or less on April 24. Paper checks will be mailed out to Americans by $10,000 increments per week starting on that date, according to the internal document.
For example, checks for those under the $20,000 or less bracket will be mailed a week later on May 1, followed by Americans earning $30,000 or less on May 8, and so on.
Checks to joint taxpayers making $198,000 — the maximum eligible income for the stimulus package — will be distributed on September 4.
About 145 million Americans can expect a stimulus check to support those who have been impacted by the economic fallout of the coronavirus pandemic, with about 6.6 million people filing for unemployment.
Most Americans should receive their money by April 17, Treasury Sec. Steven Mnuchin said. But the IRS still has yet to publicly announce how it plans to distribute the stimulus package money to Americans.
Under the Coronavirus Aid, Relief, and Economic Security (CARES) Act, adult taxpayers earning $75,000 or less will receive a $1,200, including an additional $500 per dependent. Americans making more than $99,000 will not receive aid, The Post reported.
Representatives from the Treasury Department and the IRS did not immediately respond to Business Insider's requests for comment.

TRUMP VINDICATED: Over 6,000 Doctors Rate Hydroxychloroquine ‘Most Effective Therapy’ For Coronavirus
An antimalarial drug named hydroxychloroquine, which has been touted for weeks by medical professionals and President Trump for being a possible treatment against the coronavirus for weeks, was recently rated the ‘most effective therapy’ for fighting the virus.
Thousands of doctors who are treating patients with the drug claim it helps, and the number of patients being saved by the drug is rising every day.
Although President Trump faced scrutiny from Democrats who claim he endangered the public for mentioning the possible therapy with a lack of clinical trials, hydroxychloroquine has now been vindicated for its effectiveness against the coronavirus.

An international poll of more than 6,000 doctors released Thursday found that the antimalarial drug hydroxychloroquine was the most highly rated treatment for the novel coronavirus.
The survey conducted by Sermo, a global health care polling company, of 6,227 physicians in 30 countries found that 37% of those treating COVID-19 patients rated hydroxychloroquine as the “most effective therapy” from a list of 15 options.
The U.S. Food and Drug Administration gave chloroquine and its next-generation derivative, hydroxychloroquine, emergency-use authorization Monday for treating the novel coronavirus, although the drug was already being used off-label by some doctors and hospitals for COVID-19 patients.
The survey also found that the most commonly prescribed treatments are analgesics (56%), azithromycin (41%) and hydroxychloroquine (33%).
Azithromycin, known by the brand name Zithromax or Z-Pak, was rated the second-most effective therapy at 32%, followed by “nothing,” analgesics (including acetaminophen), anti-HIV drugs and cough medicine.
Some representatives were skeptical of allowing the antimalarial drug to be used as a treatment for the coronavirus, but in the epicenter of the outbreak in the United States located in New York City, governor Andrew Cuomo approved thousands of doses for the treatment to be used with the patients who needed it the most.
Two days ago, Michigan Governor Gretchen Whitmer, who initially prohibited doctors from using the antimalarial treatment for the coronavirus, asked the federal government for supply of hydroxychloroquine in a stunning reversal of policy.
Donald Trump issued high hopes of the antimalarial drug earlier this month, mentioning it multiple times during coronavirus press briefings, even claiming that hydroxychloroquine, when used in combination of azithromycin could be “one of the biggest game changers in the history of medicine” in a tweet.
As more representatives and those in the medical field continue to come around on the idea of using the drug that is now backed with thousands of testimonies from experienced doctors across the globe, the true scale of its effectiveness for fighting the coronavirus will be revealed in just a matter of weeks.
