I see the potential for an unusual conflict here.

Still don't see where MEXICO's border laws require an obligation to keep the caravans in Mexico. Perhaps they had an obligation to keep them OUT of Mexico. There's a wall between Mexico and Guatemala, right? So this crowd (if it even exists–frankly is smells like a FF) would have to be escorted through Mexico with almost a declaration of war attached.
