Anon Theory: Infrastructure Bill = Tunnel Bill?

After thinking about this for a couple days, is POTUS prioritizing the infrastructure bill so we’re ready to respond as soon as the tunnels are revealed? This way we’ll have the funding to immediately fill, secure, collapse, widen, excavate, or whatever is needed, to shutdown these underground systems.
