So why did he not do that when the NYC hospital cases were increasing two weeks ago? Just like they did not order supplies earlier - a failure to reasonably prepare.
No, it is not the federal goverment's responsibility to ensure your state and hospitals plan and purchase accordingly.
(agree the hospitals upstate should be upset and rightly so, hopefully it will not negatively impact those hospitals.
