This Anon's question is whether these agencies are part of the cabal and was/is there a plan to find these potentially deadly viruses, create a threat bioweapon then work with associates to develop the vaccine? ie. Lots of research funding to find and describe the threat, then more $$$ for vaccine manufacturers.
