Google has been doing this for awhile. How else do you think Google knows the busy and slow times of a business. You know, when you look up a business on Google and it shows the hours they're open and says "Usually not that busy" or "Usually as busy as it gets" and you can see the peaks and valleys in the hours they are open. I used that shit to figure out what hours to keep my business open. Everyone is being tracked all the time if they have their phone with them. This isn't new.
