Consider the timing of the incubation to onset symptoms period and when the virus went pandemic in the US and elsewhere. Timed to coincide with the height of the flu season and respiratory distress from allergens in an early Spring.

You check to make sure they zero correctly by X date to prevent splat outcomes.
You check it periodically to make sure zero works properly in irder to prevent splat and repair or take out of service if it doesn't. Same with regulators and electronic test equipment. Called calibration, not zeroing.
