If I was hiding kids away, and lots of them, I would have them watch TV so they would stay calm.
If I was the military and I knew what channels they might be watching, I would put a simple message on the broadcast that they could understand.
Seems to me, everyone seeing this message, you are within the local TV station’s broadcast area where kids are being saved. That would be my guess.
