Not the strongest moments of his presser today, imho.
Let the stuff do its work (if it works), and let the results speak for itself, when the time is right. Then, at this point, he can rightfully say he knew it and initiated or paved the way for it.
The way he did it today, incl. volume of voice, choice of words etc, it too strongly felt like he was trying too hard to convince someone.
Just my 2c about that part of the presser today.
