I have a theory…after watching today's presser, POTUS went thru some length to explicitly lay out that a lot of the testing and resource management is done thru the governors. We all know Governors like Cuomo are using this as a political bat to bludgeon the Trump admin with.
Remember how Puerto Rico went? Then somehow the reserves of aid and water was 'found' by some locals, completely exposing their governor? That was a test trial.
