They left the phones in room 239 because Q earlier posted that the J-Go_dX and Matlock (You find the Q post), which referred to the J Gold Associates paper that Androids were not secure… actually asked a question along the lines of "Are Androids secure for business" which was negated by Betteridge's Law (any headline that ends in a question mark is answered 'No.').

 

In any case, the phones are there because they are not secure.

 

Room S239 is in the US Capitol. There is no H239, so it must be the senate room.
