I know nothing about what else is in the nearby rooms. It is possible that is has to do with the constable in the senate so they can get access to the phones without being noticed. Like I said, I think they're getting a copy of all of the data from those phones while the meeting is taking place.

I think it is possible the reason the phones are in 239 is because it is possible that one or more of them could be compromised even if the holder of that phone is not. This would make sure that the people in the meeting cannot be surveilled (assuming the room itself is secure, which I would assume it is.)

Yes. My guess is they're imaging them to make sure nobody's a mole and also keeping them out of the room so nobody sniffs the content of the meeting.
