Nah. Don't do that. If the entire population is on HCQ then the virus will be forced to evolve a countermeasure. What this will be depends on how HCQ actually works (which we don't know yet). If it works by jamming up the transcriptase machinery then viruses with variations that are immune to HCQ will prevail and become dominate. Then the wonder-drug won't work anymore. If it works by enabling faster innate immune response (ie: zinc), then the virus will have no choice but to become wildly more aggressive so it can do its business faster than it can be killed. Obviously bad too.
Like antibiotics. Just give it to the people who need it. Let the dominate strain of the virus be the wimpiest one.
