There is no theory about it, there are genuine genetic difference between population groups. There are also genuine and intractable differences in outlook and traits as well and groups will never be the same regardless of propaganda. That is actually good.
That does not obviate disparate treatment of population groups by others.

That's not how it works. There are statutory requirements for certain reporting to the Congress at certain times. Congress can request certain documents and claim "oversight" but Schiff is asking for documentation on internal deliberations with the WH, and correspondence regarding personnel decisions which can be claimed as privileged and not provide to the Committee. Schiff is portraying this as if POTUS is not the Chief of the Executive and does not have the right or power to fire anyone in the Executive branch (he does), and he's portraying as if it is Grennell's decision, which it wasn't - which is why Schiff is asking for WH correspondence and so on.
tl;dr: Schiff is trying to replay the premise for the impeachment
