POTUS did say "atop" during SOTU, which I appreciated as being close enough. :)
The request was for "tip top" and it was made on 11th hour short notice, so unlikely to be accommodated. The Easter Egg speech on autism day, appropriately, included the phrase "tip top" and then also "tippy top".
