Let's boil down everything to the simplest terms. Q and POTUS are allowing everyone to stand at the cliff and hold there until everyone gets that twinge in their stomach. Most will realize that they are in danger of slipping and freak out and then back up. Some have to be grabbed by the collar and jerked back and scolded for getting so close. Most people ignore the sign at the edge of the trail and ignore the old folks that caution people about getting too close. (They are stupid anon fools that don't know anything and should stay off the internet.)
