Could it be that "ventilators" is code for helicopters?

(A president wouldn't personally send out ventilators, but a Commander in Chief would send out helicopters/ seahawks)

If you look up "ventilator" on gematrix.org, the word "seahawk" is on the list.

Maybe tunnels in Colorado are raided and 100 helicopters are needed.

A seahawk is manned with up to four personnel and can transport additional 11 passengers.
