fair. to send out 3 million checks in california to illegals, the accounting or finance department would require a list of people to send checks to. there's no other way to do it.

simple logic. and if such a list does not currently exist, california would have to create one, either through their own databases, or by setting up a website for registration as an illegal wanting a secondary stimulus check.
