NYC has had a problem with a full city morgue for a while. Many unclamed bodies from vagrants, Illegals. etc. they have to make room. maybe this is a way of doing it. as long as there is a record of where they are buried. its called a paupers grave.
NOT TRUE in NYS. Please look at NYS beureau of funeral directing rules and regulartions. Only the cemetery can require a grave liner and that's usually because they don't want graves to cave in with the digging with backhoes now.
