Puerto Rico Coal Ash

Another example posted about 2 months ago on qresearch and voat, cbs ran a news story about Peurto Rico shipping coal power plant ash to Florida for disposal.

CBS stated it was because President Trump lifted restrictions under his Clean Coal Initiative.

That is a false claim.

The Puerto Rico power company was banned from landfilling or use by cement aggregate in 2017. To avoid stockpiling in indefinately, it was being shipped to an approved FL landfill.

The Clean Coal initiative involves washing pollutants (metals, sulfur, etc) out of coal, reformulating and using it as a cleaner burning source. As a result the ash is cleaner. But how the ash is stockpiled or disposed is not covered under the Clean Coal initiative. Existing laws still apply. The "restrictions" that were lifted just restored regulations to those in place during [Hussain's] first term.

Also under President Trump, the PR coal power plant has actually increased its environmental groundwater monitoring.

Prior digg on the Puerto Rico coal ash story. Sauce refutes many points in the cbs story.

Puerto Rico (a US Territory) is shipping their power plant coal ash to Florida for proper landfill disposal. Puerto Rico passed a law to prohibit disposal facilities. The story notes the 2015 regulations for proper disposal under Obama EPA. They cite Kingston coal ash dam failure, that was 2008 and storage as a liquid slurry in a pond. Totally different circumstances from a plant's dry ash storage then shipment for landfill. AES was converting the ash to agremax for road work until Puerto Rico legislation Act 40-2017 banned utilizing coal ash as a resource. CBS then implies under President Trump's Clean Coal Initiative, the coal ash arriving into Florida is from a foreign source. The Initiative is to utilize coal that has less contaminants and thus less potential metals contaminants in the coal ash and does not change the existing regulations or standards for coal ash disposal.

The coal ash is being shipped from a US territory subject to the same regulations as any other state. Similar to mile long rail trains shipping municipal waste containers to other states for landfill. That waste is mostly generated from major metropolitan areas - big cities. AES was converting the ash to agremax to Recycle it into roadworks (as is done in many states) until banned by the Puerto Rico legislators. The coal ash being shipped still requires permitting to minimize airborne and water contamination. If the Florida port is improperly handling ash, they should be penalized under applicable state and federal regulations, none of which have changed to suit Puerto Rico coal ash. The landfilling is being performed in accordance with applicable permits and monitoring. From the research conducted, it appears if anything, groundwater monitoring requirements have increased/more stringent under President Trump. The only difference in disposal is AES must ship their ash by ship for disposal at an approved, permitted landfill. Puerto Rico's other option is to shut down a major electric plant, yet after the hurricane President Trump was blamed for their poorly maintained electrical infrastructure.

None of the issues presented by CBS indicate any fault by the Trump administration. Yet CBS and liberal commenters (uneducated) act as if a foreign nation is bringing in toxic waste and nefariously disposing it in somebody's backyard.
