Mike Moore of True Pundit has been indicating that this is indeed what happened. Whether he’s correct will remain to be seen.
He’s been working from HUMINT and hasn’t said as much, but if there were coordinating comms, the NSA will have them. But for something like this use of non telephonic/electronic comms seems more likely, which makes the task of gathering evidence more challenging.
