Keeping Troops busy erecting and dismantling hospitals to keep them in the cities they are in without tipping off the enemy. Communities would freak out if they knew they were there for something completely different. This weekend is supposed to be full of protests and probably riots if/when Antifa stick their noses in it. Just my thoughts.
