Trump asked him to resign which he did, in 2017.
Sessions subsequently reappointed him as interim USDA, while Trump nominated him and the Senate confirmed his nomination. This accomplishes a couple things:
This starts his 4 year term in 08/17, whereas his term would have been up in 2019. Now it will extend to 2021.
Additionally with a fresh unanimous confirmation, if any of the current Senate goes down with the rats, they can NOT cry foul because of Trumps nomination. Plus, since he was appointed by hussien, they make think it gives them slack, which in reality it will not.
