Correct. Jesus said it Himself in the parable of the Land Owner who gave his workers good seed to plant. When the seeds sprouted and grew, weeds grew among the wheat. The workers came to the Land Owner and asked: Did you not give us good seed.
The Land Owner said Yes, but an enemy came in the night (and planted his seeds, the weeds). Shall we go and pull out the weeds? No, in doing so you may hurt one of the good (wheat). Let them all grow together and then I shall sent out my reapers to gather the (full grown) weeds and take them to the fire to be burned. The wheat shall be taken to my barns.
