The link Q posts to, the Merriam-Webster online dictionary, is to the entry for the verb form of start. So start is a verb, not a noun, i.e., a sudden surprise, not merely the beginning.

 

Anon got to thinking, as anon does, about how to apply the verb to the phase, "START (public_justice)." This is an action (start) that multiplies the public_justice. The indictments will be a shock and surprise that will trigger a huge public outcry for justice: multiples more than what has been seen before.

Further more, the phrase "public_justice" is not a reference to legal justice. public_justice is just that, justice in the court of public opinion. So we are going to see a huge shift in public opinions, all of a sudden, in a startling manner, when the FISA indictments come out.
