A makeshift roadside memorial appeared at that location MAY 2014. This is the location of Q London Pic "CH1". The memorial does not appear in Q's pic and so this is a marker that serves as the not-beyond date for when the pic was taken.
Note that the memorial appears as a wrapping on a traffic bollard on the far end of the 2nd traffic island in CH1. That bollard was permanently installed in the concrete, two-legged, and does appear in Q's pic. There are two additional locations at which perm two-legged bollards were installed by JUL 2014 – and these do not appear in Q's pic. By that time, JUL 2014, all three bollards were one-legged.
Note that in Street View imagery these islands closely resemble the site in MAY 2012 – and in MAY 2014 (with the exception of the addition of three temporary frame bollards on all three locations on the two islands).
