He's doing that all the time … and hardly anything else.

Well, just superficially, I like him a bit actually, tbh (no homo).
But this constant spreading of his arms, and then shaking hands with himself again looked more like he was trying (or forced) to sell something worse than unpleasant.

depends what you have done before getting the error.
internet says it often occurs after installing new hardware, bad driver or some bad update. So, probably not a virus.
