SAN JOSE - It's one of the last remaining items on President Clinton's "to do" list before he eases into retirement in the New York suburbs: secure permanent normal trade relations between the United States and China.
In the last year of his final term, Clinton believes permanent trade status - and winning China's entry to the World Trade Organization - is the only way to assure U.S. companies easy access to the world's biggest market.
If he succeeds, he could solidify his legacy as a New Democrat who helped his party embrace free trade despite continuing opposition from some congressional Democrats and the party's allies in organized labor.
