Not a lawfag but wouldn't Non_Civ crimes fall under a military tribunal? So would the Grand Jury subpoenas have anything to do with Non_Civ cases?

 

Also, is it possible that the placeholder list:

…is for a set of crimes and not for a list of people? Seems to me there are way more people who should be indicted for crimes than six.
