Greetings from a fellow Corrupticutter. Your mom is a 'targeted individual'. It has to do with FISA abuse. We're put on the terror watch list & harassed, in person & electronically. In person is being swarmed, street theater, traffic tricks, directed conversations & the like. Electronically is military-grade & other electronic weapons. I have video of my neighbors pointing some weird shit at my house.
Everything we own is hacked. There are cameras & mics in our houses. Every move we make is documented. It's based on the Stasi, they've come here like Paperclip through the clowns. We're implanted. It started as the FBI's Cointelpro, the program that spies on journalists & took out MLK & JFK.

Read it. The things they do to people are meant to make them sound like they have a mental disorder. The symptoms of being a TI are listed as side effects of psych drugs, as schizophrenia, etc. Being gangstalked does lead to mental disorders though - PTSD & dissociative disorder, because when you're targeted it becomes almost impossible to see people as human when you see abuse after abuse after abuse heaped on you by people with sneers on their faces. Rapes in psych wards are standard practice. I was also microwaved in one & had to sleep on the floor.
It's all run through DHS Fusion Centers - they fuse together federal, state, & local resources to ensure no target is left behind.
No doctor, lawyer, therapist, etc. will help us, even if we are believed, because they are threatened with losing their license. The first time I called a lawyer, the next day as I was leaving work some thug pointed a finger gun at me.
But show your mom the manual thing - things might make a lot more sense to her then.
It's really strange how we research this stuff in theory, post it & go on with our daily lives. It's so, so much different when our research morphs into living color & there's no escape from it. This is the real FISA abuse.
