Survey planes out over that area and then this vid, as anon says it is hard to tell the perspective. The focus has been on the shipping container missiles/Sum of all fears recently. Possibly the plane was being used for some high def aerial photography - especially as things are shutdown at the moment, shipping container movements must be somewhat limited, before and after pics for comparison maybe.
