You can use powerpoint to do this too which is what I personally use to do graphics. It's a simple program to use, it has a lot of auto alignments which make it easy to line things up, has all the arrows, boxes, and things like that you need, and you can save as .png or .jpg without the need to export from one place to another.
I like to make "maps" in the way the QMap graphics use to just lay out crumbs for the reader to make up their mind about. This was made in powerpoint btw. The web is the next step up from this map format which is great.
