NYT criticized POTUS for not implementing social distancing sooner. Checked on when states (doH and gov's) announced social distancing. Most did not recommend social distancing until the state's emergency was implemented in mid-March. Specifically looked at WA, NY and CA and could not find earlier dates as many pages have been revised.

WA state King County did post a coronavirus fact sheet dated 2/19/2020. It does NOT mention social distancing.

Search on the NY DOH forsocial distnacing give the seasonal flu (influenza) page which was updated January 2020. No mention of social distancing on the page or fact sheet. The influenza page does not mention coronavirus/covid-19 either.

Appears all the states were just as negligent on informing the citizens within their jurisdictions about social distancing.

The WHO basically says the don't much about the virus. They mention staying 1m (3ft) from a person displaying flu like symptoms but not general social distancing.
