Currently all National Guard units are under command of their repespective governors. Activiting them under an emergency allows assisting other states if needed and also reimbursement of expenses from the DoD.

 

In two press briefings late March, USAF Gen Lengyel andUS Army Gen Hol?? (don't recall the name) had stated there was no intention of federalizing the Guard units and will be be utilized under the direction of the respective governors. No press releases on the DoD News website indicates any change to that policy.
