Pretty much. The Governor of Kentucky is saying that anyone who goes to mass gatherings or "church" tomorrow/today (Easter Sunday) will have their license plate numbers written down and given to the local health dept., so the health dept. can then go to people and make them do a mandatory 14 day quarantine for being in a crowd.
He's also on local TV every day at 5:00pm bitching about how the Federal Government is stealing all the PPE out from under the States (Governors) who have to bid for it. But then says "There's no Democrat or Republican, we're all just Americans against the Coronavirus" - yeah okay, that's why he bitches about FEMA and the White House every chance he gets.
