Now that POTUS has signed a Presidential Disaster Declaration for all 50 States what does that mean?
Is FEMA & DHS now the controlling agencies?
Does this give POTUS extra authority like during a declaration of war but without having Congress declare.
There has to be something to this! Why declare it now when the wuhan virus has leveled and declining?
