To open the country back up, could business that are open to the public or have public traffic post an "enter at your own risk" disclaimer on the doors and entrances, or require some other type of waiver before entering to protect the company from lawsuits should a customer contract COVID-19? All sporting events could put the same notice and language on tickets and promotions. Some business might promote what they are doing to protect customers (just like "green friendly" companies tout they do xyz to be environmentally conscientious. Soon enough we will forget our paranoia until the next pandemic comes around.
Since COVID-19 cannot be legally considered an Act of God (force majeure, a superior or irresistible power, is an event that is a result of the elements of nature, as opposed to one caused by human behavior), how can federal, state, and local governments remove liability from citizens suing for exposing them to COVID-19 by ending the lockdown too soon? Is the fear of liability holding back the decision to open?
