Ingredients needed:

 

Chinese collapsible paper lanterns.

The lighter the better

 

tea lights - see image

sheets of light stiff paper, maybe rice paper

 

If you have access to helium that may help

However it also might send them too high to be noticed. Experiment.

 

Open the lantern opening to the bottom

figure out how to get a paper sheet to close off the bottom opening using maybe a little scotch tape so it doesn't slip.

 

Now the tricky bit, You need to bend the paper to make an opening to put in one tea light. And then insert the business end of a piezoelectric butane lighter to light the candle wick, then close it. As the air heats up, you get liftoff.

A bit of helium can help get it going faster, but not too much because the flame needs oxygen.
