Are executive orders valid during a civilian law president's tenure? There has not been a civilian law president since before Lincoln.

 

Or are executive orders only allowed for presidents at wartime? There has never been a civilian US president in the 20th century.

no shit. Trump wasn't a civilian law president when he got elected, either.
