1. In the event that a natural disaster or other unforeseeable event outside the control of the Parties delays a Party from timely complying with its obligations under this Agreement, the Parties shall consult with each other.

<Natural diasters (or pandemic for sake of brevity) require consultation on how to meet obligations, not cancellation of the trade agreement

Regardless, it wont cancel the agreement in place. It would, however, alter the obligated timelines.
