Governors/States DO NOT have the power to lock-down the Economy, it's UNCONSTITUTIONAL per previous Supreme Court rulings. POTUS does indeed, have the power to reopen.

This is dealing DIRECTLY with interstate commerce which is no different than protectionism that each state could then impose tariffs on imports from another state, which was the clear intention of the Founding Fathers to prohibit.
