Re: Tedros and WHO. Found this in the DoS FOIA reading room. Written in 2010 by Eric Goolsby to Cheryl Mills and ultimately to HRC in an email about QDDR and making sure that PEPFAR (aids slush fund) was kept w/in the DoS. If I'm reading this correctly, Tedros was chair of The Global Fund. And in 2019, Tedros, as the head of WHO, asked for $14 Billion dollars for Aids via The Global Fund. Bill and Melinda Gates Foundation involved in The Global Fund as well.

The QDDR was started in 2009 through the State Department. >The Quadrennial Diplomacy and Development Review (QDDR): provides a blueprint for advancing America’s interests in global security, inclusive economic growth, climate change, accountable governance and freedom for all. As a joint effort of the Department of State and the U.S. Agency for International Development, the review identifies major global and operational trends that constitute threats or opportunities, delineates priorities and reforms to ensure our civilian institutions are in the strongest position to shape and respond to a rapidly changing world.
