the Revenue Service or so-called "Civilian" with vertical stripes was never codified as an official United States flag. It was the agency flag of the Cutter and Revenue Service so ships coming into port could distinguish the Customs House. The vertical stripped flag is a tax collection flag and could not imagine a few people refer to it as the real official flag.

Was a post earlier today, a couple posted vacation photos from 2019 on facebook. Police showed up and issued them a fine. The police did not admit their error and recind the fine until local media reported on it.
