That didn't answer the question of who. I am an expert on the flood, of sorts, and I have no idea who built Gobekli Tepe.
The fact that it was filled in, they say by the hand of man, make me think of a flood.
There was only one world wide flood.
You won't find any ancient document that mentions Gobekli Tepe. It appears they had no writing. Doesn't sound like brilliant people to me (like Atlantians were).

Noah's flood triggered the first ice age. The reason for the peoples of the earth having a similar flood story is because of the splitting up of peoples at the tower of babel. Most of them were pagan (the point of what was going on) so some of the flood story got corrupted, but incredible similarities exist in like 400 stories.
I might have this slightly wrong, but the Chinese characture for either a flood or an ark is the number 8? Something like that.
